Weather modification has been well established, and for longer than you might think. In the 1970’s the US was compelled to enter into an agreement with allied countries to refrain from the use of these technologies for “environmental warfare”. DOD documentation even claims that they can control the ocean.
It’s very clearly a global phenomenon. Though the list is still redacted, this once Top Secret survey by the CIA hints at a large number of other countries with active weather modification programs.
In 1976 the US enacted into law the National Weather Modification Policy Act, which required all weather modification projects be registered with the federal government. It also outlined some of the hazards of these types of ventures.
Weather modification was used extensively during the Vietnam War to extend the monsoon season. The program was highly classified and still would be today had it not been for the Pentagon Papers leak in 1972.
